I think my laptop is hacked
It started when I upgraded to Windows 10 and started rebuilding my laptop. When I downloaded utorrent my network connection froze. After an update it was still flaky. Error messages coming up that I was getting DNS connectivity. I could ping IP addresses but they wouldn't look up. I changed my preferred and alternative DNS servers. Pinging first to ensure connectivity.

I still had problems so thought it was the wifi driver which I upgraded. It was still unstable so decided to rebuild back to factory built Window 8.

After rolling back the wifi driver the PC start working again.

But now I have notice something very worrying.

The DNS server is selection is now fixed to specific preferred and alternative IP address.

Preferred: 198.18.0.1
Alternative: 198.18.0.2

When I click the automatic DNS lookup it reverts back to these IP address fields not matter what location I am at.

I looked up the location of this IP address on a few services and there is no location or owner logged registered.

I have imputed an alternative DNS range. 8.8.8.8 & 8.8.4.4. But within 30 seconds the DNS has reverted back to 198.18.0.1.

I have run anti virus and Spybot Search and Destroy which have both come up clear.

Getting quite concerned now.

I am now not using the laptop now unless I have the VPN running and going through Tor. I am using VPN Vanish which came recommend through Tor.

I have scanned the following to check for hacking:

Antivirus: Clear
Spybot: Clear
Malwarebytes: scan attached
MiniToolBox: scan attached
Junkware: scan attached

Can anyone help with this DNS issue/hack?

The 198.18.0.x ipadresses are from VPN Vanish, so uninstall VPN Vanish to see
if your automatic dns still changes to same adress.

I dont think its a virus or hack, just VPN Vanish that changes DNS to ensure
your privacy.
